soda blasting

Is soda blasting actually just baking soda (sodium bicarbonate) instead of sand?

Yes and no. Yes (bicarbonate) ... environmentally friendly, but No ... not the same as baking soda ... the blasting media is a much coarser texture with sharp edges ... still makes a tremendous cloud when you use it. You still need to breathe filtered air when using it ... friendly to the environment but will still clog your breathing passages. Available from quite a few sources that sell other blasting media (Norther Tool is one).
