I was warned not to use a rotary sand disc to remove these defects.Is tis true? If it is, what should be used to eliminate these defects?

A quick easy way to get rid of your runs is to take a single sided razor blade (the type in razor blade scrapers) Standing the blade on edge and square to the surface. Drag the razor blade down the run.This works very well...works like a carpenters plane,so to speak..be carfull that the edges of the blade dont dig in(put a
two layers of masking tape on the outer edge of the blade if you like) I know it sounds harsh but it is quite easy to do with great results.Take it down as far as you can with out scraping the area around it.Then a light wet sand with a block.Wipe the area as you sand and look at the suface so as not to take to much off,then cut polish it with a machine if possible.When dragging the blade keep it straight up and down ...if any thing lean the blade forward....not backwards as this will cause the blade to dig in....Good luck
