replace header/muffler?
surface rust means nothing but leaks do.
Leaks where the flanges join the block are easy to fix - just a new gasket. If it is leaking where the heater boxes join the header then that is harder.
You SHOULD just need to put a new "asbestos" ring and clamp on but good chance the heater box connection is flogged out. You can get new end pieces (or so i'm told - i'm looking into it now for mine) cut off the old, weld on the new and then the clamp/seals will actually work.
If it is leaking at the flange to the muffler a new gasket may be required - or the flange may be bent
