I have a 1600cc dual port.it seems hot but maybe it should be like this.what can I do to make it run cooler,

Hopper,

The quick and dirty test for a hot engine is to grab the dip stick.

If you can hold it without actually burning your fingers, your engine is probably not too hot.

If you have a tp engine in an earlier bug with solid engine lid, you WILL run hot especially at higher speeds - the larger tp fan need the slotted engine lid to get enough cooling air.

Is all the tinware around the engine in place?
No unused cabin heater holes left open?
Unused cabin heater shroud outlets plugged off?
TP oil cooler air outlet correctly plumbed through the front tinware - not left open in front of the shroud?

VW took great pains to seal the upper and lower sides of the engine so hot used cooling air couldn't mix with the nice fresh stuff coming in from above.

Do you have the cooling flaps and thermostat in place and working? Very necessary, even in warm climates, as the open cooling flaps send more air to the hotter heads, and less to the cooler cylinders. Without them the engine seems hot (hot heads = hot oil = hot case) but the cylinders are being over cooled and will wear out faster.

Lean burning or retarded ignition will do it too.

Does your exhaust rub against the rear apron? Mine did and i couldn't touch the back of my car till it cooled!
