t 2 brake woes

my bay has all new brake cyls master cyls pads.it has been bled through 4 times whith a easy bleed i have adjusted the shoues up till they catch.but the peadal is still a long way down 3-4 inches off the floor any advice or sugestions please as i am stumped!
ps its drum all round

Try posting this the the superbeeltes forum as noone really check this one....

secondly, is the pedal by chance bent? or you may have to chance the little positioning thing behind it. If you post in superbeetles, someone will know
