what cheap exhaust should i use for a turbo setup? i wanna be under the decklid. has anyone used the "bugpack" exhaust from empi or possibly an offroad one? again does it fit under the decklid?

I have seen setups using the "hideaway" header that had the muffler under the right rear fender and replaced it with a turbo several times (at least once with a mirrored setup, one on each side). Needs a scavenge pump IIRC, but that's to be ~expected with a low hanging turbo. Kinda kills the "cheap" part but the packaging is nice.
Finding a place to hide a decent intercooler is more of a challenge, the whale tail is not remotely hidden but proven effective, many folks have claimed the rear luggage area for both turbo/intercooler/water tanks/ecu etc. A decent chargecooler can still be fit in the engine compartment if creative, but requires the tank and pumps etc. The area around the trans is also available, where the heater tubes once lived for instance.
Boost without charge cooling isn't going to make much power and will be more for looks.
(possible with e85 or methanol but you are still pretty limited with no charge cooling)

zero vehicles on jackstands, square gets a fresh 090 and 1911, cabby gets a blower.
EZ3.6 Vanagon after that.(mounted, needs everything finished) then Creamsicle.

Piecing together a turbo setup ends up being a personal thing. Money, time and space has everything to do with it. It also comes down to how YOU want it to look.
I suggest reading a bunch of the build threads on this forum. Most of them are detailed enough with pics to give you an idea of what is involved and what you can gain from a turbo.
Use the ideas to make your own setup. There are ideas from each build you can utilize to work for your own.
It has to do with where you want to place your turbo and what kind of vision and skills you bring to the table.
I built my setup my way because it worked for me and I wasn't too concerned about looks.....but wanted the best bang for the buck.
Some things are fine to cheap out on but other things will either bite you in the Ass or end up having to be redone at twice the cost....because you did it twice.
The amount of parts I have in my garage from having to build something twice because it didn't work...or I didn't like how it looked......make a pretty big pile.
Take your time and think it through......how will it work in your situation....not how someone else did it........
