I have a set of 5.5 inch rims for a '73 Beetle but I need tires for them.
Should I get 175 65 15 or 185 65 15 tires?

Neither will have the same diameter as a stock 165-15, but the 185/65 will be closer.

They'll both fit, I think most would agree the 185/65 would be preferable...unless perhaps the car's lowered a bit.

What about the 205/60 R15. Can be fit to 5.5'' wheel??

5½" is the minimum rim width for a 205/60 (or for that matter, for a 195/60). You could get away with 5½" with the 205, but 6½-7" would be preferable.
