1600 in Maxi Taxi

I am looking into a Maxi Taxi with a 1600 flat 4 in it. At the moment it is not running and has not been driven in 2 years. What should I do in order to get it running if I get it?
What gas millage do these engines get?

Freshen the brake system and give it a complete tune up.. maybe a carb kit.

depends on the exact engine and how it's set up...
