Usually the better charts on torquing nuts and bolts have a dry value and a lubricated (oiled/greased) value.... Since the anti-seize is working like a lubricant, I would go with the lubricated value in the charts.... Usually its a lessor value than the dry value....
note: a 12 mm bolt is roughly equal to a 1/2 bolt in diameter.
