I HAVE NOTICED ALOT OF DIFFERENCES IN MANIFOLD LENGTH FROM CARB TO TURBO. MOST REASONS PROBABLY BECAUSE OF ROOM ISSUES AND CONVEINENCE. BUT ON A TURBO MOTOR DO THE SAME RULES APPLY LIKE IN A CARB ENGINE THE LONGER THE INTAKE MANIFOLD THE MORE TORQUE? A CARB ENGINE WILL BEGIN TO SUFFER ON THE TOP END WITH A LONG MANIFOLD, WOULD A TURBO OVERCOME THIS PROBLEM AND WOULD A LONG MANIFOLD HELP THE TURBO SPOOL QUICKER?

Yes (to a point anyway). Remember, a turbo engine still behaves like a normally aspirated motor most of the time, unless you are constantly on the boost from street light to street light.

PS: Stop using ALL CAPITALS.

How quickly your turbo spools up is dictated by the turbine of the turbo smaller a/r's will spool up faster. Also your exhaust temp dictates spool up speed. Long intake runners become very inefficient because of the friction from the length of the runner actually decreasing the boost the motor sees. Also fuel falls out of suspension and loads up the idle operations.
