how long is too long to paint over primer?

I have a 70 ghia which had some body work done about a year ago and the whole car has a layer of primer on it...don't know what kind, just that it's black and rough almost like it's textured. Can I get away with cleaning it and painting over it, or should it be sanded, re-primered, and painted? Thanks for the input.

Clean, Sand, Prep & Paint...

Paint is way too expensive to not take the extra steps.
