Im replacing my luggage shelf this weekend. It was all I could do to wire brush the grey paint that came on the part from the factory off the edges where welding will occur.
When it is all done I want to coat the bottom with POR15. Do you think I will have any problems if I just sand off the shine before applying?

its worked for me over paint....
Just skuff the surface, Problem for you is por-15 isn't for direct sunlight....You'll definetly have problems down the road...
Have it sandblasted then powdercoated, A lot of powder coating shops can do sand blasting.....
It will cost you more but as far as finish and weather protection nothing beats powder coating.........
