You just need to plug the air injection holes somehow.
If the engine is out you can use 8 or 10mm (cannot remember which) valve adjusting screws in them. Otherwise I think a custom welder might have to shut the tubes up somehow.

Whats the approximate value of smog equipment?
I have a pump(fairly new) and a tube set from a 914 that is sitting in by barn.

A pump that is not frozen, and a pulley that is intact, are worth some money to CA 75-76 2.0 owners. They have to have a working pump to pass smog...
Dunno exactly how much, though.

it better be, my '73 when I got it had the holes plugged with some bolts threaded into them I had one come out once, I thought I had broken something, it sounded really bad, I put it back in with loctite, and took the rest out and re-loctited them and haven't had a problem since.

Oddly I had to figure this out many moons ago...(REAL bad popping noise on a bus I picked up free, still running the shortblock ~10 years later)
Threaded "lamp" tubing is exactly the right size.
This is the ~6" long all thread tube they use to put lamps together. (the ones with shades, on your coffee table, comes with thin nuts, may be usable)
Any hardware store has these, and they are amazingly inexpensive,
Crimp the ends, put some burrs on the thread and some high temp (muffler) goo, and you got it for ~ $6.
Just be careful how far you screw them in--- they can hit the valves.
