My trailing arms are a later version that are used with the single blade spring plate (no studs on the cover). Those have a flange at the pivot bore and don’t need the oem metal section from the bush.

Must be a year based thing, and there is a level of "it's been awhile" ~15 years.
I have a 73 T3, the '85 944T arms in it, inner urethane bushings slipped right in, outers as well, but IIRC I simply swapped the urethane bushings from T3 arms to 944T arms, had many miles on them but still fit tight.
On my sons 71 SB, I do recall bits that look like metal sleeves, same on my 68, don't think I had a chance to do my 66 or 71.
I do recall that when taking out old stock bushings i would always core them out with a drill bit, that would eventually leave the sleeve in place if it existed. I have never seen an uninstalled set of the OG rubber bushings with the sleeve before.
I still have a set of late T3 arms (dual spring plate) but I suspect later models all simply have a thicker version of the bushings metal sleeves built in.

zero vehicles on jackstands, square gets a fresh 090 and 1911, cabby gets a blower.

These are the urethane od, greasable metal bushings for 911s etc I referred to.
Almost $300 for just the inners.
Given a machine shop and some window weld you could probably make similar
If I was racing I'd probably go with moly impregnated delrin.

For spirited street driving I think I will follow the advice above and sand the urethane bushings until I get a snug but compliant fit. I am confident urethane will provide enough stability and predictability to suit my needs. Maybe in the future, if I get a mini lathe or make friends with someone who has one, I'll try making my own Urethane-Bronze hybrid grommets.
