Make real sure ALL electrical connections and wires are in good shape. An intermittent connection can drive you insane.
The Bosch Blue is not the strongest coil. Here's what I highly suggest:
Take your 009 and make sure the advance mechanism is either locked out (no advance) and set to 24* or limited to a maximum of about 24* total advance. That's a good jumping off point.
Run resistor plugs (if you're not now, that may be causing a problem as there can be RF noise that affects the ECU)
Run a non-resistor rotor in the distributor.
Install Pertronix-2 ignition module. It's way more robust than the basic Pertronix unit.
Get a 45,000 volt coil with primary resistance of 0.5 ohm or higher (compatible with Pertronix II)

Yes I am running NGK BR8ES plugs. Currently the distributor is locked at 24*. I will take that advise and pop in a module and rotor and grab a good coil.
Ditch the wasted spark BS. I have the car running pretty good right now, but It surges at above 4K RPM when pulling a pass. Its almost like i took my foot off the throttle or hit a rev limiter. It immediately picks back up but keeps doing it. I put it in neutral and held the throttle open to 5K rpms and it also sounds like it hits rev limiter. surging and throws a flame out the tip each time the throttle drops off.

After thanksgiving weekend update:
Car ran good all weekend. I went through about 25 gallons of Race Gas running it over the long weekend. I ended up ditching the wasted spark setup and popped in my old 009 dizzy with points and blue coil. I couldn't get my hands on a module and coil last minute. So I modified the 009 to limit my advance and set timing at 24* max. That was about 10* idle since I limited the distributor by bending in the tabs. I installed new plugs and gapped them at 30.
I was able to pull about 10lbs of boost but that's it. The car definitely lost power going to the weaker spark, but it ran all weekend and would climb any hill I tried. Thanks again for your help. Next I will be updating the ignition to a hotter spark.

Yes, a high energy spark makes a big difference on turbo engines. And knowing the wasted spark ignition trips up the Gen 1 ECU is very good data to have.
You can always add a CDI box like an MSD 6A, 6AL or similar to greatly up the joules of spark energy. Even with that I highly recommend the Pertronix II module (NOT the cheaper Pertronix I). And NEVER leave the ignition circuit ON with the engine not running. This has the potential to fry any ignition module.
