What kind of rust ? (i.e.-- surface rust or cancer)
Are there any holes ? Have you looked at the undercarriage to see if it is rusted through?
more info is needed to give any real help
replacing the floor can get pretty expensive, but if it's just surface rust there are more options available than replacement.

there is a hole the size of a grapefruit with rust, and the rest of the floor is mostly surface rust from the inside of the bus, underneath doesnt look to bad. but if i was going to fix it up i would want to replace the whole floor! was thinking of just cutting the floor away and just adding another piece of metal?

check the online retailers, I'm sure they sell floor sections. bus boys, bus depot, california import parts etc.
I'm assuming you are doing the cutting and welding.
you can also use a phosphoric acid based rust neutralizer after wire brushing your brains out, then prime and paint, or use POR 15, if you can find the stuff.

POR-15 products are the best you can get from what I've seen. You can order directly from the company, and probably get a better deal than if someone near you did sell them.
The company's actually called Restomotive Labs I think, you can order directly off the website. http://www.por15.com/
What I do is put together an order on the website to figure out the cost, then call it in. It works out better that way I think. Then you can ask any quest.'s you have before you order.
There are alot of suppliers for baywindow bus floors, be careful to get quality product from a reputable supplier.
hope this helps
