Better check your accelerator pump(s) too. Classic symptom of pump not doing its job. Good luck. Bob Ingman

my 73 does the same thing. but I just rebuild the carbs and the accelerator pump was brand new. It runs a bit rich and I know the rings are bad. I'm building a 2.0 right now I'll re-post to let you know if I can make it up the hills after that.

The vacuum line that runs up to the front of the bus for the brakes can crack with age.
Find where the vacuum line comes from the engine-
remove the line from the engine and hook shop air blow gun to it
have a buddy blow air gently NOT full blast
We use dish soap in water in a spray "windex" bottle all along the line and at the vacuum booster unit at the master cylinder
bubbles will form at the leaks

you might have to remove the splash pan up front
good luck
