Does anyone know of anyone that does vin plate restoration

I don't know the answer to your question for sure but the best advice I could give would be to go to your state licensing/state patrol (or what ever they are called) and see what they say. Some states are very, very picky about ID plates/stampings and if they have/could have been altered or relocated (switched).
