Is it OK to mount the oil temperature sensor at the "oil control valve" by removing the screw and replacing it with the temperature sensor WITHOUT removing the "oil control valve spring and plunger piston"?
Or
Is it better to remove the oil drain screw and replace it with the temperature sensor?

Either will work. If you are full flow then you can drill and tap the filter housing for the sensor.

There is no active flow passing by that sensor so it will read lower than a sensor in the oil line. The sump ( and right after, where that bypass plug goes) is the coolest area.
