The #4 bearing has its own restriction on this oil feed, the upstream restriction serves no useful purpose.
The bearing clearances themselves should be the restriction by far.
I pull and replace the plug to the #4 bearing on the Type 1 engine for the same reason...the newer #4 bearings (available for many years) already have a tiny inlet hole to control oil pressure...
