I know this is a type I forum, but,... for what year model car are you inquiring this info?

Through `64 there was no equalizer plate, the cables simply attached through loops welded to either side of the handle. On the later levers (there are `65-`67, `68-`72, and `73-`79 versions although some sellers only offer one or two) there's a pin sticking up that the equalizer plate pivots on. If a cable breaks, the pin soon follows...but there's no need to replace the lever when it does, simply drill an 1/8" hole about ½" deep and drive in a new pin (welding rod or even a nail works).
The plate is no longer available from VW, but Wolfsburg West sells a reproduction:

Kinda late now but it's a 73 chassis and 72 body

The shifter was moved back slightly in `73, necessitating shortening the e-brake lever a little so you can get your thumb on the button with the shifter in Reverse. They also used a different pawl for the e-brake warning lamp, the lever has a "window" on top to accomodate the taller pawl.
