'73 Bug. Will 185 65 15 or 195 65 15 Tires fit on it?

The 5.5 rims have 4-1/2 inch back spacing.

Yes. 5½" is the minimum acceptable rim width for a 195, but it'll do.

Yes. With 4½" backspace you may find that the front inner sidewalls contact the lower control arms at full steering lock; simple enough to adjust the steering box stops in a bit if that's an issue. Shouldn't be any fender clearance problem front or rear.
