I am working on a friend's box that has a threaded pinion shaft. I have changed the 3rd gear.
Is there a way to adjust the shim to compress the bevelled washer correctly without the VW299 tool?

I think I used my #299 once .. Pretty much all of us have opted to eliminate the "springy" feature, and shim the sleeve to be tight when everything's bolted together. Berg was probably the first one to recommend doing this ..
