Looks like a portable scale of some type. What it's used for, I don't have a clue. Looks like it's missing a handle extension. I would bet the gauge reads in actual pounds. A nice tool to have in your tool bin. I made a Jack Scale to weigh stuff.

It is used for checking the weight on one corner of a car at a time.

Hot, humid air is less dense than cooler, drier air. This can allow a golf ball to fly through the air with greater ease, as there won't be as much resistance on the ball.

very interesting. Old school as it may be
I'm used to an electronic /digital scale set, makes it faster but it's not as portable...
I'll give you $30 for it

Oh,.... This would be "MUADIB" from the RAMVA newsgroup..... I still have the Dune Buggy for building, but got rid of almost everything else VW I owned... still part owner of ONE more car with John Willis.
I'll keep watching for more of the guys from RAMVA. Seems like I saw Max on here too.
I have found them completely missing more than once. - PILEDRIVER

That is a weight checker. use to check corner weight or weight at the wheel. we would line up the weight checker
at the wheel or rims edge and raise the chassis up to check the weight.
primarly use is for oval track cars.
I used it for a midget and sprint car until I could afford some electronic scales.
they are still available and still a quick way to check your corner weights
