I just made some of these for a customer. I was wondering if anyone else is interested.
Main tool has provision for 1/2" ratchet. While you can use a 3/8" in the adjusters.

That's a nice piece. Way better than the "Bob Hoover" home-made epoxy-based tools...but then we don't expect any less from you
This should be a good place to quote his adjustment directions (from his TULZ #10):
"The adjustment is straight forward: Take up the slack until you have the spec'd one-inch of play measured at the steering wheel. There is some interaction with the roller gear so you may need to make a SMALL adjustment there as well. But be careful. You can force the roller into such tight engagement with the worm that it will cause the steering to bind. You'll discover this when you go around a corner… and keep right on turning, up over the sidewalk, through the drugstore and back out onto the street, round-and-round you go. It can ruin your whole day.
The Haynes manual (#159) does an especially good job of illustrating the steering gearbox adjustment procedure."

I definitely WANT a set, but I don't need it at the moment and am trying so desparately not to spend money until I need to
Does the inner tool fit more closely than it looks in the picture? It is hard to tell whether that is shadow or space in the second picture.

Looks like a shadow to me. Once the locknut is loose there's not that much resistance to turning the adjustment - even the homemade tool I alluded to above which is literally cast out of JB Weld gets the job done, so it doesn't need to be all that tough.

I tried to get some of the shadows out. Got some improvement but I think that the tool looks to be thicker than the nut or is just sitting higher.

Yeah it's mostly shadow. It fits well, just as good as any of my snap-on sockets on a nut. I built it with plenty of meat to loosen the jam nut and like Marc stated the adjustment will have little resistance.
