WhT size to rebuild?

I'm looking to rebuild my 1600 dual port motor that is in my street rail buggy. I'm looking to rebuild it so it has enough power to pull the front wheels off the ground. I'm curious to find out what the cheapest displacement I should rebuild to to get enough power. Any help is appreciated.
