I have a solex 30 pict 3 carburetor. The fuel cut off solenoid isnt functional (the end has been cut off so it is basically a hole plug). Does this carburetor need this to be operational or does it just cut off fuel to prevent running on or dieseling?

Its purpose is solely to prevent run-on. When the head of the plunger is snipped off it exposes a void where fuel could theoretically pool and potentially cause idle-emissions instability, but it'll run OK that way.

Last time I had that problem it turned out to be a tiny speck of sand that'd gotten lodged in the pilot jet, it still flowed but only about half of normal. With the choke on slightly it ran nearly normal, which pointed me in the direction of searching for an overly lean condition.

You might also have an induction leak at the carb-to-manifold or one of the manifold-to-head gaskets. With it idling as best you can get it, spray around those places (aerosol carb cleaner, WD-40...nearly anything will do) - if it makes any change, there's a leak. You can do the same with a propane torch - unlit :)

Another malady sometimes encountered on the "two-screw" carbs is the O-rings on the mixture and/or volume screw getting so hard that they don't seal, allowing unmetered air to enter along their threads. If you have a bad O-ring you can try smupping some Vaseline on it to effect a seal until you can get a new one.
