A. 5/16" or 3/8"?
B. Are you sure that they're really ARPs and not Chinese counterfeits?
C. If they're ARPs do you have a kit number? If you do, here's the "horse's mouth": http://arp-bolts.com/p/instructions.php

5/16" UNF are supposed to take 26lb-ft (w/ARP lube) to approximate the desired .0053"-.006" stretch. I've never had one make it past .005" @26lb-ft, and maybe my wrench is off a bit, so Tim's 38 sounds like it should be fine to me, especially if you sneak up on it like that.
3/8" UNF need more like 45lb-ft.
ARP makes rod bolts for Eagle, Scat, and RPM too but they have the rod manufacturer's name on them rather than "ARP". If all you have is the number, they're fakes.

Confession:
Stock 9mm studs are supposed to be torqued to 22-25 lb-ft "by the book" and yet I've been using 36 on nearly every one of the many hundreds of engines I've built since the `60s, about 50% higher than spec, and I haven't had it fail me yet...so my instinct is to err on the high side when I know they're quality fasteners.

My engine guy agrees ... except he goes to 29.

Marc, these are 3/8s. And yes they do appear to be the real thing.

3/8" ARP 2000 take more like 45-50 lb-ft with their lube (60-65 w/motor oil). Aircooled.net specifies 48 lb-ft, but doesn't mention the lubricant.

If they're 1.5", they should be P/N 200-6207; 1.6" are P/N 200-6209. Here's the instructions at the ARP website for those:
http://arpinstructions.com/instructions/200-6207.pdf
http://arpinstructions.com/instructions/200-6209.pdf
Why do both instructions mention using washers? Hell if I know, there's a phone number you can call...

Eagle has their bolts "custom-made" by ARP, and say to use ARP lube but not the ARP spec - they say 43.
Scat says 50 w/ARP lube.
Manley says 60 for 1.5" and 65 for 1.6", using 30W.

Without a stretch gauge, on ARP 2000 3/8" bolts I'd suggest that you walk them up to 45, loosen, repeat up to 50, remove and reapply ARP lube for the final walk-up to 50-55.
