I was just wondering. After rebuilding an engine, and changing the oil at 300 and 1000 miles, would it be alright to seal up the drain plate and just replace the filter and drain the oil at the drain plug?

Crud does still build up on the strainer plate, so it should be removed and cleaned periodically - I suppose you could get away with doing it every two or three oil changes, if you used a magnetic drainplug or put an auto trans pan magnet on the plate to hold the ferrous junk captive so it doesn't go through the oil pump.
Personally I drop the plate at every change - I use the late-style one that has no drainplug, or braze the plug into an early one if using a stock plate. On my daily driver I have no deepsump but use an aftermarket extended screened pickup and "dropped" plate which is aluminum - if you want to run a magnet with one of those it has to be epoxied on.
