Is is typciall in the turnkey, if I can use that term, engine for sale marketing to use used parts without disclosure ?
When a motor is marketed as just built and looks anew but absent seller reference and failing buyer inquiry specifically that all engine compenants are anew would it then be an issue to buyer to find out via motor for sale ad found elsewhere after the sale which stated motor was already built and presummably in use as a reference to mileage was made, now reset in sense? Appears builder added new parts, top end, and dolled up.
I'm not sure at what point can a motor be represented for sale as built and not rebuilt and marketed for sale with an undisclosed mix of new and used parts. Certainly there's no regulation defining the isses raised. To be more specific, I feel that I bought a used motor, supported by post purchase ad found, with some new and obviosuly some used parts, motor referenced as refreshed.
Regardless I failed confirmation of new parts, then finding out used parts exist in post sale ad, is it common place and typical or even discussed or challenged that seller may be selling a motor will some used parts.
Trying to determine if I should make an issue out of it at this point, paid premium price although. Having learned motor was a cient reject then dolled up with some new parts doesn't sit right. I could be wasting my time even bothering with the break in procedure, bottom end already broken in likely. But that's not the problem, ommission is. Need some input please.

There is no law, policy, or standard for engines advertised as "rebuilt" or "newly built."
The only legal traction you'd have is if the ad stated "all new parts."
Rebuilders commonly use reground cranks, line-bored cases, and reconditioned rods in engines advertised as rebuilt.
An engine made of a combo of news and good used parts is probably a good engine -- as long as it wasn't advertised as "all new."

AS FJ said, words are words and you have to know what the words they are using means. There is also "remanufactured" that is used and it means different things to different people. Ask questions and get it in writing. Also watch out for the company (if you are buying from a company as how they organize can leave you waiting alone at the alter. With buying from a person "Caveat Emptor" (A commercial principle that without a warranty the buyer takes upon himself the risk of quality) is even more the watch word than with a company. Swap meet, even more than a yard sale, can be very suspect as you may not be able to track the seller down again. I've had some grow a proboscis while talking to me.

As for break in. Typically what you are trying to accomplish is proper ring seating and cyl run in. So if it has new top end. Break in is still needed

Not a private sale but business, referred by customer.

watch out for vendors selling "zero mile" engines that are based on used parts which have hundreds of thousands of miles on them.

How good a name it is, depends on the business. There are several VW vendors with a well-earned BAD reputation for shoddy work. Do a Google search for that vendor name and see what comes up - you may find that you have one of the reputable, dependable vendors (MoFoCo, or Air Cooled Engineering, etc) where you can count on the engine to be as good as they can make it - or you may be looking at Speedway Motors or GEX.
