I don't see anything "1967" or "Super Beetle" anywhere (although it could be a `72 Super judging from the dash). Definitely would scrutinize the title before purchasing this one!
Engine looks like a `69 to me; note the typical kit-car unfinished engine compartment that allows hot air to recirculate. Perhaps the strategy is to ensure that the H5 overheats and develops loose heads so that it'll sound like it has a Jake Brake?

I still remember reading the magazine article about the Phoenix camper conversion in high school, still looks like a great setup.
Addendum to Newtons first law:
zero vehicles on jackstands, square gets a fresh 090 and 1911, cabby gets a blower.
EZ3.6 Vanagon after that.(mounted, needs everything finished) then Creamsicle.
