Seat belts in a notch

Any pointers on putting 4 shoulder belts in a '65 notch?

TIA.
What are all these extra parts?

I do know that 64 and earlier has shoulder belt holes at about the window sill level on the B and C pillars and 65 on has them about half way up the both pillars.
What are all these extra parts?
