I used a corded drill and a small battery dremel for the bits I couldn't reach as I was on a low budget, takes time but I had that. No doubt a corded die grinder would work better.

I recent thought about using a old wood router I have, same thing in theory but cheap used.... 6mm collet if I recall, can get long shank burrs cheap from China

For the cost I would send the case out and get it clearanced for a stroker crank if that is they way you decide on. I would think about a low rpm engine that builds torque down low , maybe a 82x90.5 maybe even 88's with a small cam and dual carbs and reasonable compression . Almost any combination will work for awhile , put it on the highway and cruise at 70 for a few hours to see if you made the right decisions .
