Problem solved. New drums fixed the problem. The old drums were just worn so much that the inside diameter made it impossible (at driving speed) for the wheel cylinders to push far enough to press the shoes against the drums with sufficient tightness.
Next time: discs and a dual master.

Holy crud Batman, I forgot that if the drums are turned too much (too worn being the same thing) they will oval/distort out of round (among other things) and give you that same feeling; they can crack or break also. That is one of the reasons that he max turning is mandatorily embedded into the drum.
Old Tyme racers used to run old drums for the ovaling but. I forget the reason now but they used to scour the machine shops for them.
