It turns out my mother's fine for having the car unregistered since 2001 is $5.
I believe the value thing GA is looking at is for a cabriolet.
Think I'm just going to pony up and go for a clean title.

Just thank god you don't live in Kentucky.
I have had previous dealings with the court house. So when I bought a 71 Super sedan from Illinois, And the guy wanted to give me a bill of sale (which Ky does not recognize) I lucked out that his friend worked at the county clerk’s office and made up title transfer for me and it still took 4 hours in my court house and 2 faxes to her office to get the car titled in my name.
Fast forward a year later, I found a 71 Super Vert basket case in Tennessee. Lucked out again (or so I thought) PO did not put in his name from PPO, as there is no requirement for titles in Tennessee, but he had a friend in the clerk’s office that transferred it to his name and then had to wait a week for a new title in his name was mailed to him. I then went back and he signed the new title over to me and I brought 2 forms from Kentucky for him to sign and have notarized. I then took the car (on a trailer, Basket case remember) to Kentucky court house to put Title in my name. The woman filled out all the paperwork and then when she went to match the numbers, she saw that it was not (and I quote) "ROADWORTHY" and went back inside and took a black marking pen and wrote VOID on all my paper work. I explained that I did not want to get a Tag and license it for the road. I just wanted it in my name so I could start putting money in "MY" car! I was informed ( and I went all the way to the Capital in Frankfort) that Kentucky will only title Running roadworthy cars. So I am the proud non-owner of a 71 Vert.
